Review provides clear guide for future of planning in Latrobe City

Latrobe City Council has received a Planning Panel report regarding Planning Scheme Amendment C97.

Latrobe City Council has received a Planning Panel report regarding Planning Scheme Amendment C97. The Planning Scheme Amendment C97 seeks to replace the existing Municipal Strategic Statement with new planning policies and will build on existing local strategic policy with recently adopted Council strategies.

Latrobe City Council’s mayor, Councillor Kellie O’Callaghan, said submissions to the Amendment raised issues associated with local businesses, the environment and requests for rezonings.

"When the Amendment was out for public exhibition, Council received submissions.

Some addressed the AGL Loy Yang coal mine and the Sibelco lime manufacturing site, others addressed the natural environment, catchment management and requests for rezonings.

"In October a one-day Planning Panel Hearing was held to consider these submissions as well as Council’s position with respect to the Amendment. Latrobe City Council has now received the report from the planning panel," Cr O’Callaghan said.

In its report the panel recommended adopting the amendment as exhibited with minor changes to the Municipal Strategic Statement. The panel commented:

The Amendment is founded on a very comprehensive review of the Latrobe Planning Scheme. The Amendment and the review have considered an exhaustive number of strategies and plans.  Council is commended for working through this complicated web of information to prepare a clear new Municipal Strategic Statement that will guide future amendments and permit applications over the next four years and beyond.                             

Cr O’Callaghan said that Council was pleased with the content of the report and would now look to consider the panel report and issues raised by the community at a future Council Meeting.

"We need to ensure our strategic planning direction respects not just the economic growth of our region but also the residents and landholders. This Planning Scheme Amendment offers clarity in land use planning, ensures we consider existing Council policies and strategies and provides direction for growth," Cr O’Callaghan concluded.
