A Space For The Cowes Community

Planning is continuing for the development of the Cowes Town Square and redevelopment of the Cowes Cultural Precinct.

Bass Coast Shire Council's Director of Economic Development, Steven Piasente, said that the vision for the Cowes Cultural Precinct is to create a real focal point for the community.

"This would provide more space for public activities, arts and cultural events, community gatherings and learning," explained Mr Piasente.

"The development of the Town Square is the first step towards achieving this vision."

In April 2010, Council flagged its intention to consider selling the land at 70 Chapel Street and use the proceeds of the sale towards the redevelopment of the Cowes Town Square and Cultural Centre Precinct.

"At the same time, Council decided that before considering any sale, the public amenities located on the site (bus shelter and toilet) needed to be relocated. The relocation of the toilet was completed earlier this year and planning for the bus shelter relocation is well under way," confirmed Mr Piasente.

At the December meeting, Council will consider a report that recommends starting the process of considering the sale, while relocation of the bus shelter occurs. If Council adopts this recommendation, this will be the start of a public process to engage with the community about the sale of the land at 70 Chapel Street.

Mr Piasente said that Council purchased the land in 1996 for $230,000. The site was cleared and has been used as an informal car parking area.

"Council has owned this land now for 15 years and originally it was planned to develop public open space on the site. More recently, it was decided that the town square should be developed at the Cowes Cultural Centre in order to consolidate activities at this recognisable site.

"If 70 Chapel Street is sold, the proceeds will go towards the redevelopment of the town square. This is in line with the original intention for the 70 Chapel Street site, and will achieve the vision of a community space integrated with the Cultural Precinct," Mr Piasente said.

The report about the potential sale of 70 Chapel Street, Cowes will be presented at the Ordinary Council Meeting, Wednesday 14 December, starting at 5.00pm at the Cowes Cultural Centre.
