Linfox Amended Plans

Bass Coast Shire Council has voted not to oppose amended plans being put forward to the Victorian Civil and Administrative Tribunal (VCAT) by the Linfox Property Group.

The amended plans relate to a proposed development on land adjacent to the Phillip Island Grand Prix Circuit.

At the Council meeting on Wednesday 7 March, Council’s Planning and Environment Director, Andrew Mason recommended that Council inform VCAT that it would not oppose Linfox relying on amended plans at the upcoming hearing.

"Under VCAT orders, Council has two decisions to make," confirmed Mr Mason.

"The first is to inform VCAT before 14 March if Council opposes these amended plans being tabled.

"Council voted not to oppose this, subject to additional information being provided."

Mr Mason said this vote in no way means that the Council’s position has changed or that it supports the Linfox proposal.

"This decision simply means we don’t oppose the plans being submitted to VCAT," said Mr Mason.

"The second decision Council needs to make is whether we have an opinion, or a changed opinion on the development proposal, on the basis of these plans.

"We have been directed by VCAT to inform them of our decision by 30 March."

Mr Mason said the second decision was much more substantial.

"This will need a formal Council resolution and will involve a detailed analysis of the amended plans."

Mr Mason said this was the reason Council had requested additional information on the following issues;

  • Elevations for all unit types
  • Site plans with levels and floor heights to Australian Height Datum (Australian standard)
  • Floor and elevation plans for the Golf Club rooms and Conference facilities
  • Site plan more clearly showing paths and walking trails and how any conflict between the users of these facilities and golfers will be managed
  • A plan with the new layout super imposed over an aerial photo
  • Further details of the operation of the Golf Club rooms and Conference facilities including:

a) Seating

b) Services offered

c) Details of licensed areas, if any

  • Details (if any), that demonstrates how noise impacts from the circuit to the units will be addressed
  • Whether it is still intended to include bakeries and village squares
  • A revised landscaping plan including details of the vegetation corridor along Pyramid Rock Road.

A date has yet to be set for the appeal hearing, but VCAT has advised it will not take place before 30 April 2007.
