Farm Oil Recycling at Kilmany

To further enhance the region’s current program of used oil from households and farms, Wellington Shire Council has been chosen by Sustainability Victoria to take part in a free pilot program for farm oil collection at the Kilmany landfill.

Farmers will be able to take containers of used motor oil up to 205 litres to recycle the oil free of charge at the Kilmany landfill. This is an extension of an existing program which allows DIY mechanics the opportunity to dispose of used motor oil in quantities of 20L or less. A maximum of one 205 litre drum will be allowed per visit.

"This much needed program is the first in Victoria," said Cr Malcolm Hole, Wellington Shire Council Mayor.

Current regulations prohibit farm oil from being accepted at transfer stations because farming is a commercial activity and the oil generated is classified as a prescribed waste. EPA Victoria has acknowledged that this classification is causing problems in regional areas and has agreed to grant exemptions to certain Councils to accept farm oil in 205L drums.

Sustainability Victoria have worked in conjunction with EPA to develop guidelines and management procedures that will enable drums of farm oil to be managed safely at nominated landfills and transfer stations in rural areas for recycling.

"Previously farmers had to arrange for collection of any unwanted oil with commercial recyclers," said Cr Hole.

"Council and Sustainability Victoria were concerned that farmers have been prevented from recycling of motor oil via local landfills or transfer stations and were simply storing the oil on their property or disposing of the oil inappropriately".

"By providing an oil collection tank at Kilmany landfill, farmers can safely recycle up to 205 litres, the equivalent of the old 44 gallon drum, of oil at one time," said Cr Hole.

Farmers who need to correctly dispose of three or more 205litre drums of oil should contact Council for names of oil collection companies to arrange a free on-farm pick up of the oil.

Farmers and other residents will be able to bring their drums of oil to Kilmany and have the oil pumped into a 5,000 litre collection tank. The used oil is then sent for cleaning and can be re-used for various purposes. Farmers need to ensure that only used oil is deposited in the drums, as mixing of motor oil with other farm chemicals can be dangerous and reduce the ability of the oil to be recycled.

The facility for acceptance of farm waste oil at Kilmany is a first for the state. Sustainability Victoria will be reviewing the use of the tank and will install them at other sites throughout the state if this pilot project proves successful.

"This amounts to a real recognition of the problems faced in rural areas with the recycling of waste oil and provides a simple solution."

"It will provide a convenient and cost effective solution if used responsibly," said Cr Hole.
