Review Of Footpath Trading

Bass Coast Shire Council is currently undertaking a review of footpath trading in all areas of the Shire.

A survey is being conducted over the first two weeks of October in Inverloch, Wonthaggi and Cowes, to gain input from the community.

Council’s Community Safety Manager, Peter Laydon, said the review was designed to look at a number of factors.

"These include pedestrian access and safety, clutter on the footpath, general untidy presentation, and access to the footpath from on-street parking," said Mr Laydon.

"We are gathering information to help put together recommendations on footpath trading across the entire Shire."

The review came about as the result of a motion passed by Council earlier this year.

"At the Council meeting on 7 February, a motion was passed that no further permits for merchandising on footpaths would be approved in Cowes after 31 May 2007," explained Mr Laydon.

"At that meeting, it was also agreed that a review of goods on footpath trading in other areas of Bass Coast would be undertaken."

The review will also consider any requirements under government legislation, and Bass Coast’s own local laws.

"It is more enticing to shoppers if the footpath is clear and it is easy for them to get into a shop. But these are also real health and safety concerns," said Mr Laydon.

"Ensuring the safety of all our residents and visitors is a big priority for us."

As part of the review, Council will also be looking at the current fee structure and conditions of trading permits.

"We will certainly be reviewing the layout and design of any displays, the space allocated to displays and the other conditions associated with our permits."

Mr Laydon confirmed that a report on Footpath Trading would be presented to Council before Christmas.

"That report will also include a review of the previous decision to prohibit footpath trading in Cowes."
