Clean Technology Focus For Liberal Government

A Liberal Government will focus on clean technologies to get Victoria moving again.

Speaking today at the Victorian Energy Market Developments Conference, Shadow Minister for Energy and Resources Philip Davis said renewables and natural gas have a significant role in reducing greenhouse gas emissions, but Victoria’s long term competitive position depends on producing clean coal technology.

"A Liberal Government will focus on the development of new greenhouse abatement technologies," Mr Davis said.

"We will establish a Greenhouse Gas Reduction Fund, which will complement the model adopted by the Federal Government in its Low Emissions Technology Demonstration Fund.

"The Victorian Renewable Energy Tax is nothing more than a method of forcing consumers to provide $2 billion to subsidise established technologies and is designed to favour wind farm developers while failing to lead to any new technological developments or any significant reduction in greenhouse gas emissions.

"The Liberal Party believes there needs to be a national approach to greenhouse abatement for it to be effective, with consistency across all jurisdictions unlike the prevailing, apparently ad-hoc state-by-state approach.

"A Liberal Government’s Greenhouse Gas Reduction Fund will provide the basis for this national approach."

Mr Davis said the fund would redirect brown coal royalties, facilitating $2 billion of investment in Victoria’s greenhouse gas abatement technologies over 20 years.

"The purpose of the fund will be to foster low emission technologies and leverage projects that directly impact greenhouse emissions from industry," he said.

"According to Access Economics, Labor’s renewable energy tax will have an adverse impact on Victorian employment in the long term ‘Economic Impacts of a Renewables Energy Target on the Economy’, Access Economics, 6 June 2006.

"The report predicts a net loss of more than 1000 full-time equivalent jobs and estimates that electricity price rises will cost the Victorian economy $829 million (net present value) over the period of the scheme.

"The Liberal Party is not willing to take a chance on a policy which will have minimal impact on greenhouse gases, cost consumers more and damage the Victorian economy.

"A Liberal Government approach to greenhouse gas reduction will be through the development of new technologies which will have huge benefits for the Victorian economy, the environment and employment."
