Four Key Areas To Be Reviewed

Key issues raised at meeting due to be resolved

At the Council meeting held on Wednesday 20 February 2002, Bass Coast Shire Council resolved to review the four key issues raised at a joint meeting with the Phillip Island Municipal Review Committee (PIMRC) in early February.

The areas that will be reviewed include; planning processes, communication and consultation, roads, and tourism.

"It was agreed that the review process should encompass a broad review of the issues concerned and that the reviews should involve Councillors, staff and members of the community," said Cr Miranda Sage, Mayor of Bass Coast Shire Council.

"It was also agreed that the review process should use existing review mechanisms, such as the Best Value review process with an independent chair where appropriate, rather than establish new processes," said Cr Sage. "Some of these reviews are already in progress or planned for the near future."

Council’s Audit Committee had already planned a review of planning permit compliance. The terms of reference for this review will be widened to encompass a review of all land use planning processes. As is usual with all of Council’s audit reports, this report will be prepared by an independent person with relevant expertise. Work will begin preparing the terms of reference for this review immediately.

The Victorian Government’s Best Value review process will be used to review Council’s communication and consultation activities. Council’s Community Relations Best Value Service Review is due to begin in April 2002. This review will deal with a broad range of issues related to public relations, ratepayer communication, media relations, consultation process, etc.

Road maintenance standards and unmade urban streets was another of the key issues raised during the meeting between Council and PIMRC. Council resolved to put together a detailed information kit and display about road maintenance standards and the urban road upgrade program. This information will be displayed and used at community forums.

"This action is designed to better inform the community and promote discussion about the re-assessment of road standards and priorities across the Shire," said Cr Sage.

The Best Value Review for Tourism is due to begin this month. The review will embrace the total breadth of Council’s involvement in tourism. An independent chairperson will be appointed to the review panel.

The PIMRC will be informed by letter of Council’s resolution to review these four key areas. The PIMRC will also be informed of the terms of reference for these reviews.

"Council will involve and inform not just the PIMRC but the wider community about the reviews and their outcomes," said Cr Sage.
