Community feedback wanted on draft Cowes Streetscape Master Plan by 2 October 2022
Bass Coast Shire Council is seeking community feedback on the draft Cowes Streetscape Master Plan.
The Master Plan sets out options for the improvement of Cowes' main community and visitor activity hub on Thompson Avenue, The Esplanade and Bass Avenue. Community consultation on the draft concepts will open on Monday, 29 August and close on Sunday, 2 October. Council is seeking community feedback and comments on the draft plans, with three drop in sessions where the community can view the plans and provide feedback in person
Drop-in sessions
Drop in sessions are also being held to provide the community with an opportunity to view the plans and provide feedback in person. The sessions will be held at Olive Justice Place, 70 Chapel Street Cowes on:
- Tuesday, 20 September from 10.00am to 1.00pm
- Thursday, 22 September from 3.00pm to 5.00pm
- Saturday, 1 October from 11.00am to 1.00pm
The draft Master Plan concepts respond to population and tourism growth by delivering an attractive social, dining and retail environment, prioritising pedestrian use, generating investment and creating jobs. The streetscape improvements, achieved through creatively landscaped areas, will provide a physical and community connection to multiple spaces throughout the town.
Project motives
The Cowes Streetscape Master Plan project aims to:
- Connects the township to the foreshore
- Reinvigorates the character of Cowes
- Connects the two ends of town (The Esplanade to Olive Justice Place and to the redeveloped Cowes Cultural and Community Centre which will open in 2023)
- Changes the transport modal hierarchy in favour of pedestrians and promotes sustainable mobility
The awarded consultant, Hansen Partnership, has addressed incentives to ride and walk, protected bike lanes which will provide safe and comfortable environments to travel, ensuring safe access to all pedestrians, ample car parking and shared streetscapes.

This project is part of the greater Cowes Activity Centre Plan, a major place shaping plan which includes the development of the Cowes Cultural and Community Centre and completed projects including the Jetty Triangle, Cowes Transit Centre and implemented planning controls.
