White Road Works To Go Ahead

Bass Coast Shire Council’s Special Charge Scheme for the Wonthaggi Town Entrance (White Road) has been upheld by the Victorian Civil and Administrative Tribune (VCAT).

Council’s Infrastructure Director, Steven Piasente, welcomed the decision.

"Council and the community have been working on this project to upgrade the entrance to Wonthaggi for a number of years," said Mr Piasente.

"In February this year, Council voted to go ahead with a special charge scheme.

"A number of residents objected, which is why the matter ended up before VCAT."

Mr Piasente said that VCAT had ordered an amendment to the charges under the scheme, in relation to two landowners.

"One land owner will have their contribution reduced, after they successfully argued they did not have the same access benefits as others under the scheme," explained Mr Piasente.

"Another landowner also had their contribution reduced, based on the level of drainage benefit.

"In all, the total value of the reductions in landowner contributions is around $46,000.

"It is interesting to see that VCAT commented on the level of contribution from VicRoads, which they described as ‘paltry’," Mr Piasente continued.

"This certainly concurs with Council’s position. We have consistently asked the State Government to review their contribution, to help alleviate the burden on landowners and Council."

A full report on the outcomes of the VCAT decision will be presented at the Council Meeting on 17 September 2008.

Due to the six month delay between Council adopting the scheme and the VCAT decision, construction work is now scheduled to begin in early 2009.
