Hearing For Pi Transfer Station Deferred

The independent Panel reviewing a planning scheme amendment and permit that would allow a transfer station to be built near Cowes has deferred its hearing after new information about the affected area became available.

Bass Coast Shire Council’s Planning and Environment Director, Hannah Duncan-Jones, said the original hearing was scheduled to take place on Friday 1 May.

"An odour report submitted to Council before its meeting last week appeared different to what had been previously received," explained Ms Duncan-Jones.

"Because the report seemed different, Council made a decision to seek independent expert opinion.

"However, before this advice was received the Panel called a meeting on Monday 27 April to discuss the changes, and new concerns raised by surrounding landowners.

"At that meeting, the Panel decided to defer its hearing until late June," reported Ms Duncan-Jones.

"It also decided that the applicant needed to re-advertise the new documentation, given that the new odour report shows a larger affected area.

"Letters will be sent to all residents living in the affected area and they will also be given the opportunity to make a submission regarding the proposal," assured Ms Duncan-Jones.

Council originally exhibited the amendment to residents of Wimbledon Heights and properties surrounding 116 Gap Rad. The amendment will be placed on exhibition again from 1 May 2009.

"In light of the new information, the exhibition area has been expanded to include Smiths Beach, as well as the surrounding residents and Wimbledon Heights," confirmed Ms Duncan-Jones.

The amendment, known as C87 proposes to rezone 116 Gap Road, Cowes, from Farming Zone to Special Use Zone Schedule 4.

Terra Firma has made a planning permit application to construct a recycling and waste transfer centre and green waste processing facility at the location.

Council initially received 46 objections from the community and referred amendment C87 to Planning Panels Victoria.

Council received the new odour report from Terra Firma eight days prior to the original Panel hearing. At the meeting on Monday, Council sought the advice of the Panel as to whether the hearing should be deferred.

Five days have now been set aside for the Panel hearing which has been rescheduled for 29 June 2009.
