Wheeled Recreational Devices:
There are laws and definitions related to wheeled toys, and wheeled recreational devices, and their usage.
A Wheeled Recreational Device (WRD) means a wheeled device, built to transport a person, propelled by human power or gravity, and ordinarily used for recreation or play, and includes roller-blades, roller-skates, a skateboard or similar wheeled device; but does not include a golf buggy, pram, stroller or trolley, bicycle, wheel chair or wheeled toy.
A Wheeled Toy means a child's pedal car, scooter or tricycle or a similar toy, but only when it's used by a child who is under 12 years old.
A person must not travel in or on a wheeled recreational device or wheeled toy on a length of road which has a divided line, or a speed limit of more than 60 km/hr. This means you cannot ride skateboards etc on major roads.
A person travelling in or on a WRD or wheeled toy on a footpath or shared path must keep left of the footpath or shared path unless it is impracticable to do so; and give way to any pedestrian who is on the footpath or shared path. (from NHW Sentinel)
Crime Stoppers:
In 2005 for a fourth successive year, thousands of Victorians contacted Crime Stoppers with information, which led to a total of 811 arrests. This figure was up from 769 arrests in 2004, 719 in 2003, 556 in 2002 and 503 in 2001. This represents a 61% increase in the past four years. Victorians made almost 29,000 calls to Crime Stoppers in 2005.
The Arrests involved 3,470 charges, including: 8 homicides; 19 sex offences; 42 thefts of and from motor vehicles; 69 burglaries; 77 armed robberies and 589 drug cultivation and trafficking charges.
Police Chief Commissioner, Christine Nixon thanked the Victorian community for their contribution to solving crime, she said.
"Community observations, no matter how small, are often a missing link in an investigation and these contributions are delivering outstanding outcomes. The weekly average of 15 to 16 Crime Stoppers arrests a week is excellent and could not be done without the help of the public".

Vehicle Speed :
Speed is one of the major killers on our roads. You are more likely to have an accident if you drive above the speed limit. There is also a greater risk of injury or death in a high speed crash. The speed limit is set as the safest speed for a given road, this is the maximum speed. In adverse conditions such as wet weather, fog, bad light, or other hazards, it is wise to drive at a reduced speed.
Zone Leaders:
At the moment we have several zones in our NHW area without zone leaders. The newsletter deliveries to these zones has to be carried out by zone leaders from other zones. We are asking for volunteers to fill the gaps and deliver newsletters to a zone once a month. Each zone consists of approximately thirty houses. Anyone wishing to do this important duty and help our NHW area to run smoothly, should ring Carmen on 5134 1920.
