Triple 0 Emergency Services

Emergency Services Telecommunications Authority (ESTA) is trying to raise community awareness on the type of information needed when placing a Triple 0 call.

A vital component of the service is for community members to know where they are and to give as much detail as possible on the location of the emergency.

ESTA takes about 1.5 million emergency calls a year and operators can only get help to the caller if they know exactly where the emergency is. When making a Triple 0 call, it’s important to remember "Where is it?" and "What is it?"

Don’t Forget About New Building Regulations

Bass Coast Shire Council would like to remind residents and ratepayers of the changed Building Regulations that came into force on 14 June last year.

Key features of the new regulations include:

· Building permit exemptions will be now be based on the scope of building work rather than the previous $5000 limit, which implies the need for most garages and carports to have a permit.

· All building sites must display a sign that clearly shows registration numbers and contact details of the builder and building surveyor, and the building permit number and issue date.

· Smoke alarms must be fitted in all class 1b, 3 and 9a shared accommodation facilities and sprinklers in all class 3 shared accommodation.

The new regulations also have serious implications for owner/builders.

Comments Sought On Draft Positive Ageing Strategy

In 2001, 34 percent of Bass Coast Shire’s population was aged 55 years and over. This is expected to increase to 44 percent by 2021.

Bass Coast Shire Council is calling for community feedback on its draft Positive Ageing Strategy, which aims to address the opportunities and challenges presented by an unprecedented increase in the older resident population.

The Strategy has been developed in partnership with local service providers, community representatives, the Municipal Association of Victoria, Council on the Ageing and representatives from the Gippsland Region Department of Human Services.

Copies are available at any of Council’s Customer Service Centres in Wonthaggi, Cowes, Grantville and Inverloch or on Council’s website www.basscoast.vic.gov.au.

Comments must be made in writing and addressed to the Chief Executive Officer, Bass Coast Shire Council, P.O. Box 118, Wonthaggi 3995 by Thursday, 16 February 2006. Please note that submissions may be made available to the public.

Australia Day Activities

Bass Coast Shire Council will present a number of Australia Day Awards at official ceremonies in Cowes and Wonthaggi on 26 January 2006.

Deputy Chief Fire Officer, Keith Adamson AFSM, will have the honour of being the Shire’s Australia Day Ambassador.

Deputy Chief Adamson has been a professional firefighter for over 32 years with the Melbourne Metropolitan Fire Brigade and was awarded the Australian Fire Services Medal in the Queen’s Birthday Honours list in 1991. He has managed many of the departments in the Metropolitan Fire Brigade.

The following Australia Day activities are being held in the Bass Coast Shire:

Kernot: Hosted by Kernot Hall Committee

8.00-10.00am: Hot breakfast and guest speaker

Wonthaggi: Hosted by Rotary Club of Wonthaggi

Location: Wonthaggi Union Arts Centre

7.30am: Free Breakfast

9.10am: Official proceedings including the announcement of the Bass Coast Shire Australia Day Awards

Pound Creek: Hosted by Pound Creek Fire Brigade

12 noon: Free BBQ lunch at the Fire Brigade, Pound Creek with Guest Speaker, Daryl Hook

Cowes: Hosted by Rotary Club of Phillip Island and San Remo

Location: Cowes Foreshore Rotunda

1.00pm: Official proceedings including the announcement of the Bass Coast Shire Australia Day Awards

New Faces In Planning At Bass Coast

Bass Coast Shire Council has two new planners on board, Antoinette Camille and Stephan Mouton.

Antoinette has commenced a two year placement as a Graduate Planner and Stephan Mouton joins the team as a Statutory Planner.

Antoinette has recently completed her Bachelor of Social Science (Environment) at RMIT, a three-year degree with both a planning and environment focus.

Stephan Mouton has recently immigrated from South Africa with his wife and young daughter. Stephan brings to the Bass Coast Planning team considerable experience in land use planning from a central Government perspective and is keen to apply his town planning qualifications.

Council’s Planning Manager, Hannah Duncan-Jones, says there is a recognised state-wide shortage of planners at all levels.

"Bass Coast Shire is experiencing high levels of planning activity and was ranked 13th in Victoria with regard to planning applications in 2003/2004.

"I am very pleased to have both Antionette and Stephen on board; they will be a great asset to our team.

Stephan and Antoinette commenced with Bass Coast Shire Council in late November 2005.

Fire Restrictions

The CFA have advised that Fire Restrictions will be in place across Bass Coast Shire from Monday 16 January. Fire Restrictions have a number of requirements for fire related activities that must be compiled with at all times, not just on days of Total Fire Ban.

BBQ’s, campfires, welding, incinerators, use of slashers, chainsaws all require basic conditions to be met in order to take place during the Fire Restriction period. Details of the basic conditions are available on the Bass Coast Shire Website (www.basscoast.vic.gov.au) under Emergency Services, or on the CFA site (www.cfa.vic.gov.au). Any burning in the open air, beyond these prescribed activities will require a permit during this period.

CFA will be monitoring conditions on a weekly basis to determine when the Restrictions should be removed. It is likely that Restrictions will remain in place for the next two to three months.
