Baw Baw Council meeting snapshot - Wednesday 25 June 2025
Baw Baw Shire Council's 25 June meeting included quarterly reports, draft plans for public exhibition, transparency updates, governance decisions, and a motion on Thorpdale Road landslip safety concerns.

Strategy and performance
Q3 2024/25 Combined Performance Report
Council received and noted the:
- Quarterly Performance Report for Quarter 3 of 2024/25
- Financial Report for Quarter 3 of 2024/25
- Capital Works Program Report for Quarter 3 of 2024/25
Presentation of the Draft Council Plan 2025-29 for Exhibition
Council approved the draft Council Plan 2025-29 to be placed on public exhibition from 10 July - 3 August 2025, in accordance with council's Community Engagement Policy. Council moved to:
- Authorise the Chief Executive Officer to give public notice of the preparation of the Council Plan 2025-29, and make available copies of the document for public inspection
- Provide those who have made a submission for the draft Council Plan 2025-29 an opportunity to be heard at a Council Meeting
- Consider adoption of the Council Plan 2025-29 at a future Council Meeting before 31 October 2025
Presentation of the draft Municipal Public Health and Wellbeing Plan 2025-2029 for Exhibition
Council endorsed the draft Municipal Public Health and Wellbeing Plan 2025-2029 and released it for public consultation between 10 July 2025 and 3 August 2025.
Governance and services
Public Transparency Project Response
Council noted the Transparency Discussion Paper. Council moved to:
- Endorse the Officers' responses to the ten recommendations made in the report
- Endorse the proposed approach by Officers to increase the transparency of council decisions
- Request Officers provide a report back to council in six months' time detailing the progress of the agreed transparency improvements
Governance Report 25 June 2025
Council noted the 25 June 2025 Governance Report and adopted the revised Council Meeting Schedule for the remainder of 2025. Council noted:
- Completion of the mandatory training required by the Mayor under Section 27A of the Local Government Act 2020 (the Act)
- Continuation of a further three-year term with Jardine Lloyd Thompson (JLT) for insurance broking and risk management services, commencing 1 July 2025, which has been approved in accordance with the powers delegated to the CEO by council on 12 February 2025 but was previously noted by council in 2019
In exercise of the power conferred by s437(2) of the Environmental Protection Act 2017 and the Instrument of Delegation of the Environment Protection Authority under the Environmental Protection Act 2017 dated 4 June 2021, resolved that:
- There be delegated to the members of council staff holding, acting in or performing the duties of the offices or positions referred to in the attached S18 Instrument of Delegation to Members of Council Staff, the powers, duties and functions set out in that instrument, subject to the conditions and limitations specified in that Instrument
- The instrument comes into force immediately upon this resolution being made and is to be signed by the council's Interim Chief Executive Officer and the Mayor
- On the coming into force of the instrument all previous delegations to Members of council staff under the S18 Instrument of Delegation are revoked; and Baw Baw Shire Council meeting - 25 June 2025
- Duties and functions set out in the instrument must be performed, and the powers set out in the instrument must be executed, in accordance with any guidelines or policies of council that it may from time to time adopt

General business
Cr Kingwill moved a General Business Motion requesting that council write to Hon. Melissa Horne, Minister for Roads and Road Safety, regarding the ongoing landslip on Thorpdale Road, Trafalgar, seeking information on:
- Frequency and annual cost of maintenance and works undertaken by the state government since 2020
- The status of plans to permanently repair the landslip and how the state government intends to fix the issue
- Outline council's concerns for the safety of its residents, highlighting the use of the road by families, freight and school buses
Baw Baw Shire Council meetings are open to the public and are held at the West Gippsland Arts Centre. Council Meetings will commence at 5:30pm on the second Wednesday of the month, and 1:00pm on the fourth Wednesday of the month. All council meetings will be live-streamed, and archived recordings will be available on the council website for viewing. The agenda for the next meeting will be available online the Friday prior to the meeting.
