Community support package - final report - Phase 1, 2, and 3

Council received a final report for administrators celebrating the implementation and ongoing outcomes of the community support package 2020/21, phase one, two and three. A final report on all phases of the CSP including outcomes of the evaluation of the entire community support package will be presented by June 2022.

Health and wellbeing plan 2021/22

Council adopted the healthy communities plan 2021/22.

Domestic animal management plan 2021/22

Council adopted the domestic animal management plan (DAMP) one-year action plan 2021/22 and will undertake an extensive public consultation process within the next twelve months to develop the domestic animal management plan (DAMP) 2022/25.

During the Plan's development, consultation was undertaken with key stakeholders including local veterinary clinics, Council-contracted animal agencies, Council's Community Compliance Team, and the broader community

Planning application - 250 O'Gradys Ridge Road, Foster

Council resolved to issue a notice of decision to grant a permit for development of the land for extension to the existing dwelling and building and works at 250 O'Gradys Ridge Road Foster North subject to conditions (see Minutes for full details).

Planning application - 379 Lang Lang Poowong Road, Nyora

Council adopted the South Gippsland Planning Scheme Amendment C126 in accordance with the amendment provisions and will submit the adopted South Gippsland planning scheme amendment C126 to the minister for planning for approval. Council also resolved to adopt the statement of significance for HO159, 'Aroyn', 379 Lang Lang Road Poowong, Nyora and will write to all submitters to the South Gippsland planning scheme amendment C126 to thank them for their submission to this process.

Caravan park operations - financials update 2020/21

Council received the Yanakie and Long Jetty (Port Welshpool) caravan park - summary of financial operations report for the period ending 30 June 2021.

Transition of council managed caravan parks

Council noted the transition of council managed caravan parks report and the progress in the transition to a leasing model for the operation of the Yanakie caravan park and the Long Jetty caravan park in Port Welshpool by 30 June 2022.

Charging South Gippsland for future transport grant application

Council noted the application submitted for $120,000 to the Victorian government's destination charging across Victoria (DCAV) grant program for the charging South Gippsland for future transport project and will allocate $130,000 as council's contribution towards the charging South Gippsland for future transport project from council's round 3 allocation of the Australian government's local roads and community infrastructure program (LRCI). Council also noted council's in-kind contribution of $22,000 towards the charging South Gippsland for future transport project.

Unaudited financial statements and performance statement 2020/12

Council approved in-principle, subject to any final amendments arising from the audit and risk committee review, the draft annual financial statements, the draft performance statement and the governance management checklist for the year ended 30 June 2021 and requires any amendments to the attachments arising from the audit and risk committee be included as the minute version for the council report.

Council authorised administrators Rick Brown and Julie Eisenbise to certify the financial statements, and performance statement on behalf of council, once the audit has been finalised and authorised administrator Julie Eisenbise and the chief executive officer Kerryn Ellis to certify the governance management checklist, on behalf of council.

Council demonstrated the administrators and chief executive officer's willingness to certify the financial statements, performance statement and the governance management checklist by agreeing for their digital signatures be included in the appropriate signature locations in the statements and checklist and will send the annual financial statements and the performance statement for the year ended 30 June 2021 to the Victorian Auditor-General's Office (VAGO) for certification.

Annual report to the minister for local government

Council authorised the chief executive officer to make any administrative and non-material changes to the statements as recommended by the Victorian Auditor-General's Office (VAGO) and upon receipt of the independent auditor's report, will include this with the performance statement and financial statements, combines these documents with the report of operations as the 2021/21 annual report.

Council will provide a copy of the 2020/21 annual report to the minister for local government by 30 September 2021; advertise the preparation of the 2020/21 annual report through a public notice and make it available for public inspection at the council offices 9 Smith Street, Leongatha (subject to COVID-19 restrictions) and on council's website, for a two-week period prior to the 20 October 2021 council meeting and considers the 2020/21 annual report at the council meeting of 20 October 2021 for final adoption.

Good governance framework - administrators community update - September 2021

Council adopted the 'Administrators' Community Update - September 2021', and noted the progress in the good governance framework outlined in the update. Council will publish a copy of the 'Administrators' Community Update - September 2021' in the 15 September 2021 Council Meeting Minutes and on Council's website and provide a copy of the update to the minister for local government, the Hon Shaun Leane MP.

Closed session - decisions released

Council appointed Mr Chris Badger for a second and final three-year term as an independent audit and risk committee member commencing 1 December 2021 and concluding 30 November 2024.

Council approved the award of contract LP20091 - light plant machinery and equipment (quote reference VP237286) to Chapmans Machinery Leongatha for the purchase of 1 x Fendt 311 all-wheel drive tractor with front end loader and rear boom arm reach mower at a purchase price $255,000 (excluding GST).
