Petitions
Restrict truck access to Gould Street, Drouin
Council tabled a petition of 41 signatories asking to restrict truck access to Gould Street, Drouin. An officer response will be scheduled for an upcoming council meeting.
Sealing of Saviges Road, Thorpdale
Council tabled a petition of 89 signatures seeking the sealing of Saviges Rd, Thorpdale. An officer response will be scheduled for an upcoming council meeting.
Planning and Development
Draft Economic Land Use Strategy - pre-consultation, council noted:
- The draft Economic Land Use Strategy
- Authorised officers to release the draft Economic Land Use Strategy for community consultation for a period of six weeks from 6 March 2023 to 16 April 2023
Direct officers will provide notification of the consultation to relevant stakeholders including affected landowners, industry and business groups and those stakeholders that have previously participated in the project and to conduct individual meetings where requested.
Planning panel recommendation
Amendment C145bawb, council moved to:
- Authorise officers to submit the adopted Amendment C145bawb to the Minister for Planning for approval in accordance with the Planning and Environment Act 1987
- Authorised officers to submit the recommendation to approve planning permit PLA0262/21 in accordance with the Planning and Environment Act 1987

PLA0106/22 - 802 Old Sale Road, Brandy Creek
Council moved an alternate recommendation to issue a Planning Permit for Planning Application PLA0106/22 (802 Old Sale Road, Brandy Creek) subject to conditions.
PLA0259/22 - 141 Little Moe River, Darnum
Council moved an alternate recommendation to issue a Planning Permit for Planning Application PLA0259/22 (141 Little Moe River Road, Darnum) subject to conditions.
PLA0399/21 - Longwarry-Drouin Road, Longwarry
Council adopted a position of 'Non-support' for the upcoming VCAT hearing for planning application PLA0399/21 - 100 Longwarry-Drouin Road, Longwarry.
Community infrastructure
General Business Motion Response
For the state government cost shifting, council moved a motion to defer the item to the next council meeting on Wednesday 8 March.
Tender recommendation report
For Baxter Park Pavilion, council approved the award of CON-2022017 - Baxter Park Pavilion Upgrade to James G Morrison Pty Ltd, for the lump sum value of $1,979,405.95 (exc. GST), inclusive of contingency and, delegate authority to the CEO to sign the contract documents and execute the award of contract.
Governance and information
Naming Proposal - Liza Pharaoh Pavilion
Council, having considered the submissions received from the community and feedback from the Place Names Advisory Committee, moved to:
- Endorse the name 'Liza Pharaoh Pavilion' for the new Western Park Netball Pavilion
- Approve officers to arrange for the installation of appropriate signage at the Reserve
- Write to each submitter informing them of the council's decision
