Simply pick a topic of approach (police warrants; hacker news; toilet paper thief;) and add in a little personal information about your victim. This information will generate a fake news report with his or her name in it.
The result appears to be so authentic that your enemy will really believe that they have missed out on a lottery draw, have an overdue library book, have been caught picking their nose in public or whatever you choose to catch them for. You may be surprised at how effective your prank can be. I have found a new hobby for harassing my co-workers.
