Mayor’s Message

Every three years councils are invited to revise their Municipal Strategic Statements (MSS) and submit them to the Minister for Planning and Environment for review. The previous council did considerable work on this process and the current Councillors also met with the State Government panel to finetune the document before finally submitting it to the Minister’s office in December 2003.

The revised MSS:

  • updated the municipal profile
  • provided a new vision for South Gippsland to accord with the Community and Corporate Plan
  • specified new monitoring and review requirements
  • included 6 new local planning policies covering topics such as alternative domestic energy supply, dams, advertising signage, industrial development, car parking and heritage.
  • included Council's policy on wind turbine generators

Ten months later, on 23rd September, Minister Delahunty returned the State Government approved version to Council, after having used her discretionary powers to delete Council's policy on wind turbine generators.

This exemplifies the frustrations faced by Council in its efforts to represent the concerns of the community. Not only have they deleted a policy close to the heart of the community, facets of the document are soon to be superseded by other statutory changes.

Their tinkering has resulted in a bland generic document that reflects what they want to hear, and has diminished its value as a useful strategic document.

With this ‘big brother’ approach, local government is being further pincered into a puppet role for State Government, continually hitting brick walls on issues that matter to our community.
