A dairy business expert has forecast dramatic changes to the Victorian dairy industry.

The state's most lucrative industry is still coming to terms with deregulation and is now reeling from news yesterday of an attempted takeover of Bonlac Foods.

Consultant Tom Clark says restructuring is inevitable for Bonlac, whether they go ahead with an alliance with a New Zealand company or be taken over by rival cooperative Murray Goulburn.
