The Report outlines the outcomes of Council’s completed best value reviews, the status of reviews in progress, and the timetable for future reviews. Under State Government legislation, which was introduced in 1999, all 78 Victorian councils must complete a review of all their services by 2005. When conducting best value reviews of their services, councils must adhere to best value principles set by the State Government. These principles include quality and cost standards, the provision of responsible and accessible services, continuous improvement, and consultation and reporting to the community. There are currently five best value service reviews underway at Bass Coast Shire Council. Two reviews have already been completed "Bass Coast Shire Council’s best value program seeks to continuously improve the services we provide and ensure we meet the community’s changing needs," said Cr John Gains, Mayor of Bass Coast Shire Council. Reviews have been completed for Council’s procurement services and waste management services. Reviews are currently underway for the following services: building control; economic development and tourism; community relations; information management; governance; and aged and disability services. "Each best value review looks at the service we’re currently providing, asks for feedback from the community, assesses their expectations and the resources we have and then sets goals for how the service can be improved," said Cr Gains. "This method of review and setting goals means that we are continually trying to improve the services we provide to the Bass Coast community." Community consultation is an essential part in reviewing each service. During reviews, Council asks service users, other stakeholders, or the community at large for their feedback, comments and suggestions. "Best Value reinforces Council’s commitment to community partnerships, organisational development and the delivery of quality services," said Cr Gains. The report is also available from all Council Customer Service Centres, local libraries and on Council’s website at www.basscoast.vic.gov.au.
