Wellington’s Council Plan for 2005-2009

Copies of the Wellington Shire Council Plan 2005-2009 are now available to view at local libraries across the shire, at the council’s customer service centres in Yarram and Sale and on the web site www.wellington.vic.gov.au

The plan has been formally adopted by the council and is a guide to its strategic direction – outlining its vision and objectives, strategies and targets for pursuing that vision.

It is heavily based on the previous Council Plan for 2004-2008, with a number of revisions throughout the document – in part to take account of changing priorities.

The plan concentrates on addressing key economic, social and environmental issues facing the shire’s residents and businesses. Community input, including from the local District Advisory Networks (DANs) has been invaluable in identifying priorities for action.

Some of the key issues covered in the Plan are:

· developing and implementing action plans to address key issues identified in the Population Analysis

· implementing and supporting initiatives aimed at strengthening the Shire’s economy;

· pressing the Federal Government for a fair share of regional funding for transport infrastructure, including under the Roads to Recovery and Auslink programs;

· developing a strategy for improving and advancing key infrastructure (e.g drainage, footpaths and street schemes) to meet the growing needs of towns in the Shire;

· ensuring the long term financial viability of the Council by further developing and refining its Long Term Financial Plan;

· pursuing the development of coastal infrastructure to meet increasing demand for coastal living;

· continuing to promote the community’s understanding of the work of the Council – through regular media coverage and appropriate Council publications for example;

· fostering responsible natural resources management through the implementation of our Environmental Policy.

Said Wellington’s Mayor Peter Gault: "The Council Plan is a very important document shaping the direction the shire follows over the short term.

"There remain the ongoing logistical challenges that face us as Victoria’s third largest municipality, as well as the diverse needs of nearly 30 communities.

"One major issue that confronts us now, and in the years and decades ahead, is the impact of a rapidly ageing population. This, together with the mobility of our young people, presents our regional centre Sale and our other rural and urban residents with challenges that have not been encountered before.

"These will affect the economic viability of towns, the growth of coastal townships and infrastructure provision, as well as education, health, council and other resources provided by the various tiers of government.

"We acknowledge in this Plan the need for a stronger focus on initiatives and programs that meet the needs of our young and aged residents, by ensuring that we have a sustainable and thriving shire socially, economically and culturally.

"Central to the overall advancement of the Shire in key areas will be our work in close partnership with the local community, and our active lobbying and advocacy on its behalf to State and Federal Government, as appropriate, as well as to other lead agencies."
